In Lubbock, the demand for housing is much greater than the supply. To keep our waitlists at the City of Lubbock Housing Authority from getting extremely large and stagnant, they are opened for applications when we get close to depleting the lists. Our waitlists for public housing and PBV (Project Based Vouchers), we open waitlists with each bedroom size and for senior citizens in order to fit applicants with the best housing options possible.

We accept applications when we open a waiting list. Applicants are placed on a waiting list based on preferences, date, and time stamp of application. We select names off the waiting list in that order. Following the submission of your application, you will be sent a letter to call in and schedule your qualifying interview. After your interview, the team at the Housing Authority of the City of Lubbock will gather all collected information, run criminal background, tenant tracker, and calculate your income. If you qualify, you are offered a unit/voucher. If you do not, you are mailed a denial letter explaining the reason for denial. Families denied are given a chance to request an appeal.

To qualify for Public Housing based on your income, your income must be at or below 80% of median income. Seventy five percent of our HCV new admissions incomes must be at 30% or below median income. The remainder must be at 50% of median income or below.
