Public Housing in Lubbock
The U.S. Department of Housing and Urban Development (HUD) administers housing assistance to residents of the City of Lubbock through the Housing Authority of the City of Lubbock (LHA). In this capacity, LHA is the owner and manager of approximately 304 housing units scattered throughout Lubbock. These units provide housing for low income families, the elderly, and disabled individuals at rents they can afford. Tenants of public housing units pay 30% of their income toward their rent. Any additional costs are subsidized with federal funding. Through this program, around 1100 Lubbock families can receive rental assistance.


Section 8 Housing Choice Vouchers (HCV)
Over 900 Lubbock families receive rental assistance through our Section 8 Housing Choice Voucher program. The Section 8 Housing Choice Voucher (HCV) Program allows low income citizens to find their own places to rent in Lubbock. Voucher holders are free to choose any house that meets minimum health and safety standards. Once a family finds a home that they wish to rent, LHA must inspect it to make sure that it meets HUD’s housing quality standards. LHA also checks to make sure that the rents are reasonable and within the fair market rent range for Lubbock. Households assisted through the Section 8 program pay 30% of their income toward the rent. Then LHA pays private landlords the difference between what participating households can afford and the rent for the units. Through this program, over 900 Lubbock families can receive rental assistance.


Section 8: Project Based Voucher
Section 8: Project Based Vouchers are part of a government-funded program that provides rental housing to low-income households. These may be in privately owned and managed rental units. The subsidy stays with the building; when you move out, you no longer have the rental assistance. Most tenants will pay rent based on 30% of their adjusted income; the voucher will cover the rest.
